TOWN OF SARATOGA, WOOD COUNTY (WSAU) -  Several Wood County residents opposed to a planned 53 hundred cow dairy in the Town of Saratoga are meeting Sunday. The people trying to stop the Wysocki Family Farm project are meeting at the Town Hall Sunday at 3:00 p.m.

The mega dairy has been planned for over a year, and is going through the state’s permitting process now. If built, the operation would include about 4,000 cows, around 1,300 calves and heifers, and would also be growing feed crops on 6,400 acres.

Several people have expressed concern about the processing of animal waste and the number of high capacity water wells required to run such an operation.

MADISON, WI (WSAU) Wisconsin Governor Scott Walker says he plans to sign a Republican-backed mining bill Monday afternoon in Rhinelander. The event will take place at Oldenburg Group Incorporated, a mining equipment maker.

A ceremonial signing will be held at a Milwaukee business later in the day.

The bill makes wide-ranging changes to the state’s mining regulations. It is aimed at re-starting Gogebic Taconite’s project to build an iron mine near Lake Superior.

Opponents say the mine will create devastating pollution problems in a pristine area of Wisconsin. Supporters point out the mine will create thousands of jobs for a region in desperate need of economic help.

RHINELANDER, WI  (WSAU)  -  Many highways in northern Wisconsin have scattered slippery stretches as of mid-afternoon Sunday.  Motorists are urged to use caution, as road surfaces are wet in many areas, with that moisture freezing in others.

Oneida County Sheriff's deputies are reported hazardous driving conditions Sunday morning.  Dense fog reduced visibility for much of the region, making travel more challenging.  Sheriff Grady Hartman is recommending motorists to use extreme caution, and to avoid any unnecessary travel.

The Wisconsin State Patrol reports scattered slippery stretches on many roads north of Highway 29.

STEVENS POINT, WI (WSAU) -  Even elected officials file personal bankruptcy sometimes. The Mayor of Stevens Point has done just that.

Andrew Halverson’s clothing business recently closed after falling on hard times. Halverson said the store’s gross revenue dropped between $15,000 and $30,000 below previous monthly averages, and they took on about $200,000 in debt to try and save the business.

Halverson says his personal financial troubles do not reflect on how the city is being run, and that Stevens Point is in excellent shape.

Andrew’s Limited was open for ten years in the downtown business district.

Road construction projects beginning

UNDATED (WSAU) -  Winter is almost over, so that means the next season is road construction season. Highway work never really stopped this winter, but the new warm weather projects are getting started one week from today.

Wendy Arneson from the Department of Transportation says three bridges on I-39 will have extensive reconditioning done. They are the Fox Glove Road bridge in Rib Mountain, County Highway C bridge , and the Highway 34 bridge.

Arneson says the Highway 34 bridge is getting a new deck, which will require closing one lane most of the summer, along with other repairs.  With the Highway 34 bridge limited to one lane, it will be impossible to exit northbound I-39 to turn left onto southbound Highway 34 towards Knowlton.  The detour will take travelers to Highway 153 at Mosinee and send them back to 34 on the southbound lanes.  Arneson says light vehicle traffic from I-39 coming from Stevens Point can exit at Highway DB and enter Knowlton from the south as well.

There will also be some lane closures on Highway 29 just west of Wausau Monday (3/11)  and some night only Highway 29 closures starting next Monday to accommodate work on the new County Highway O interchange.

HAMBURG, Wis. (WSAU) - Wisconsin's maple harvest will get a special start at a Merrill area charter school this Saturday.

Maple Grove charter school in the Merrill district will be host to the annual First Tapping Ceremony Saturday afternoon. The event is organized by the school and the Wisconsin Maple Syrup Producers association. Head Teacher Russell Noland says the tapping was offered because the school is built into a sugarbush. "We've had maple tapping and production in our curriculum for 40 years, so we jumped on board and said absolutely."

The First Tapping is an annual event with a proclamation from the governor, Alice in Dairyland and the Maple Queen. The school will also be hosting a pancake breakfast fundraiser, as well as raffles, and tours of other local sugar bushes. Noland says they want this to be a community event.

The day will start with a pancake breakfast organized by Friends of Maple Grove Inc., taking place from 8am to 12pm at Ed and Sharon’s Banquet Hall. That breakfast is 6 dollars a person. The breakfast will include raffles and a fundraiser for the school itself. The tapping starts at noon at Maple Grove on Highway F in Hamburg.

You can get more information by calling the school at 715-536-7684 or email kelly.trojanowski@maps.k12.wi.us.

WAUSAU, Wis. (WSAU) - A Wausau man charged in the beating death of Kerby Kneiss made a court appearance Monday.

18 year old Zachary Froehlich was in court for a motion hearing Monday. He's charged with multiple felonies, including first degree reckless homicide with a dangerous weapon, armed robbery, armed burglary, and burglary of an occupied dwelling.

At the hearing, Froehlich's attorney asked for more time to file some motions, and brought up that a July trial date may not work out, seeing as prosecutor Lance Leonhart will be out on family leave around that time. A calendar date has been set for April 10 to schedule a new motion hearing.

Police say Froelich and 20-year-old Warren Krohn broke into the home of 49-year-old Kerby Kneiss in June of 2012 with the intent to rob or steal from his garage, and beat him to death instead. They then took liquor, cigarettes and some cash from the property. Krohn claims that Froelich was the one to actually beat Kneiss to death.

Froehlich remains in jail on a $250,000 cash bond.

Teen in custody after Nekoosa school lockdown Monday

NEKOOSA, WI (WSAU) -  A high school student was taken into custody yesterday after Nekoosa High School was locked down for a possible weapons threat. So far, there’s no comment on why the student was arrested, since a search of the building and grounds found no weapon.

All was clear by late afternoon, and the Monday night band concert went on as planned. Classes are being held as usual today.

Superintendent Terry Whitmore says a student reported to staff members during the lunch period that there might be a weapon in the high school. At that point, Whitmore says the lockdown was initiated to keep students and staff safe.  "Working with Nekoosa Police Department, it was determined that the building needed to be searched before resuming normal operations.  We quickly notified parents of the threat, and we also shared with them the procedures we were going to use for student dismissal.  We did release students early."

Students that drove to school were released on their own, and those that needed to ride the buses were kept for about an hour at a nearby business facility. Whitmore says the students were very cooperative and helpful during the incident, saying the emergency planning and practice drills payed off.

Only the high school was under lockdown. The other facilities in the district were not affected.

WISCONSIN RAPIDS, Wis (WSAU)  Yesterday was the first day back on-the-job for Wood County's police dog.

Toro was missing for a day-and-a-half earlier this month when he ran into the woods. The dog was called out to assist with a state patrol traffic stop in Portage County when he became distracted along Highway 54. That was a Sunday; he was found about a mile away on Tuesday morning.

Since then Toro has been checked out by a vet and has become reacquainted with his handler.

The Wood County sheriffs department is considering a tracking device in the dog's collar to keep this from happening again. Police dogs and the training that comes with them make the animals worth between $10,000 and $15,000.

His defense lawyer says Dybul suffers from post-traumatic stress disorder after serving with the U.S. Marines in Afghanistan.

Wausau police chief favors sobriety checkpoint proposal

WAUSAU, Wis (WSAU) Wausau's police chief says he supports sobriety checkpoints to catch drunk drivers. They're currently not allowed in Wisconsin. The legislature is considering a variety of tougher laws.

Police chief Jeff Hardell tells WSAW-TV that "checkpoints would really reduce the risk the community has". He also says funding for the checkpoints would come from the saturation patrols that the department already uses in the fight against drunk driving. Hardell says he believes the checkpoints would be more effective at catching multiple offenders. He says many OWI arrests involve people being caught for a 3rd, 4th, or 5th time.

It's not clear if sobriety checkpoints have enough support to pass in the legislature. Other ideas include mandatory jail time for third-time offenders and increased use of ignition-locks.
